Program Administrator - Operations

A vacancy exists for a Program Administrator - Operations within the Office of Business Services for the Montgomery County Intermediate Unit. This position is responsible for providing and supervising transportation services, food services, external facilities management, and cooperative purchasing initiatives.  
 
Qualifications: 
  • Minimum of BS Degree in appropriate field, MS preferred. 
  • Minimum of 5-7 years of progressive experience in appropriate field, including 1-3 at a leadership level. 
  • Expertise (includes one or more of the following): 
  • Oversight of staff 
  • Responsibility for budget of programs or initiatives 
  • Interfaces with Customers and Stakeholders 
  • Excellent communication, problem-solving, and organizational skills. 
  • Ability to use technology to gain information and communicate with others. Strong Excel and Technology skills. 
  • Ability to follow through to complete assigned tasks with minimal supervision, ability to schedule time to meet deadlines to work independently, and ability to make work-related decisions. 
  • Ability to work as a member of a team; courteous and able to deal effectively with staff, students, and public; and cooperative, congenial, and service-oriented. 
  • Original certificates of clearance from the State Police, Child Abuse Registry, and PDE FBI. 
  
Job Responsibilities: 
 
TRANSPORTATION SUPPORT 
  • Responsible for the development and maintenance of safe, efficient, and economical pupil transportation for all students transported by the Intermediate Unit. 
  • Solicit, negotiate, and process for appropriate approvals all contracts with outside transportation providers. 
  • Maintain close contact with contractors to ensure adherence to all Department of Transportation regulations with respect to vehicles and drivers so as to ensure the safety of all pupils. 
  • Maintain certification as an Instructor Coordinator and provide services to constituent school districts. 
  • Maintain awareness and coordinate proper implementation of all applicable laws, regulations and guidelines surrounding the delivery of pupil transportation. 
  • Develop and manage annual budget for transportation services. Ensure accurate and timely billing for services to customers. 
  • Maintain cost accounting records of all expenditures for transportation purposes; maintain daily mileage and cost records for each vehicle; and keep a record of the number of children transported on each vehicle.  
  • Responsible for the preparation of all transportation data and forms required by the Pennsylvania Department of Education and the Pennsylvania Department of Transportation. 
  • Assist in the determination of whether road and weather conditions are satisfactory for bus operations. Coordinate county-wide emergency situation email listserv. 
  • Build relationships with local school district and non-public school transportation staff. 
FOOD SERVICES SUPPORT 
  • Oversee the IU-wide food service program; analyze effectiveness, ensure compliance with local, state, and federal laws, regulations, and safety and sanitation programs. 
  • Communicate program information to encourage and secure support for MCIU food service programs. 
  • Develop and manage a balanced annual budget for food service operations. 
  • Ensure all program and financial reports are filed timely and accurately. 
  • Provide training in the proper handling of food, correct use and care of equipment, and sanitation and safety protocols. 
  • Complete the required procurement (bid) processes for food service suppliers. 
  • Seek opportunities to support local school districts and other educational community personnel in the area of food service. 
  • Maintain detailed documents to support periodic monitoring audits for both program and fiscal compliance. 
FACILITIES MANAGEMENT SUPPORT 
  • Oversee and manage facility use, room bookings, and conference set-ups and associated invoicing. Coordinates front desk security and mail room duties. 
  • Lead a county job alike group for School Facilities Directors. Provide training and development opportunities to Schools. 
  • Oversee and support the internal facilities management team. 
COOPERATIVE PURCHASING SUPPORT 
  • Manage the cooperative purchasing efforts for all bids/request for proposals offered by the MCIU. 
  • Assist offices in purchasing of supplies, services, and equipment, including preparation of bid and RFP documents. 
  • Review purchase orders to ensure compliance with school code and MCIU purchasing policies & procedures. 
  • Develop and maintain relationships with School District purchasing personnel and vendors. 
  • Coordinate efforts for all MCIU awarded state purchasing contracts. 
OTHER 
  • Actively model the mission, values, and operating principles of the MCIU. 
  • Make recommendations and provide information/data to supervisor and other administrators for necessary changes within area of responsibility. 
  • Perform other related duties as assigned by the Business Services Administrative team. 
  
Salary: 
$104,690 - $123,165/annually (pro-rated) 
  
Schedule: 
Monday-Friday, 7 hours/day, 260-262 days/year
