Chief of Security and Safety/School Police Chief

POSITION GOAL: 
Responsibilities of the Chief of Security & Safety/School Police Chief are to provide daily operational management for the security department, School Police Officers and personnel at all school district facilities.
 
The Chief of Security & Safety/School Police Chief shall be designated as a School Police Officer. A School Police Officer shall have the power to arrest and shall have the same powers as the police of the municipality wherein the school property is located. PA School Code Sec. 7-778.
 
The Chief of Security & Safety/School Police Chief shall adhere to established School Board policies and administrative regulations, all government mandated requirements and is directly responsible to the Superintendent.
 
Under the direction of the chief administrator, the School Safety and Security Coordinator shall be a school administrator who shall review school safety and security policies and procedures, oversee school safety staff and adhere to the requirements of Act 67 of 2019 and section 1309-B of the Public School Code.
 
ESSENTIAL DUTIES & RESPONSIBILITIES:
  1. Provide daily operational management for all security related activities required at each of the school district buildings.
  2. Oversee school security personnel, including school police officers and school security officers as defined in section 1301-C of the Public School Code.
  3. Manage and maintain district security related systems, including visitor management software, cameras, alarms, access controls, and the ID badge system. Work with suppliers and vendors to identify and update systems to the latest versions that meet the district’s needs.
  4. Coordinate the development and implementation of a security schedule for school district security personnel to include after hour activities or special events.
  5. Maintain security department reporting system, security related inspection reports and department databases.
  6. Conduct investigations to include: Conducting interviews, Writing reports, Testifying in court, Coordinating with outside law enforcement agencies to support their investigations.
  7. Provide immediate response to crisis situations in the District.
  8. Prepares security department operational and capital budgets and manages all expenditures and documentation for those budgets. Seeks and applies for grant opportunities to further enhance the funding for security related items within the district.
  9. Serve as district security representative for both internal and external meetings.
  10. Coordinate training and resources for staff in matters related to situational awareness, trauma-informed education awareness, behavioral health awareness, suicide and bullying awareness and substance abuse awareness pursuant to section 1310-B of the Public School Code.
  11. Coordinate training and resources for students and staff in matters related to emergency procedures and training drills, including fire drills, natural disaster drills, active shooter drills, hostage situation drills and bomb threat drills.
  12. Responsible for reviewing, updating, and communicating changes to the District’s Safety & Emergency Response Manual.
  13. Review all safety and security policies and procedures and ensure compliance with federal and state school safety and security laws.
  14. Performs basic personnel administration duties, including hiring, orienting new staff, assigning work, scheduling, disciplining, evaluating, and granting leave.
  15. Coordinate after hour’s security alarm event responses; maintain the Access Control Systems and Closed Circuit Surveillance Video Systems throughout the school district; and establish computerized requirements of district security systems to keep current needs updated.
  16. Coordinate school safety and security assessments, as necessary, pursuant to Act 44 of 2018. Serve as liaison on school safety and security issues to the statewide School Safety and Security Committee, the Pennsylvania Department of Education, local and state law enforcement and other relevant outside entities.
  17. Works with local law enforcement agencies to encourage community-policing efforts on school campuses.
  18. Communicate with community emergency responders to identify local hazards and resources and establish a systematic approach for threat assessment procedures.
  19. Implement needed planning, prevention strategies, preparedness policies, audits and crisis response procedures while remaining current in changes affecting school security.
  20. Coordinates with school administrators, such as the Director of Facilities to address and correct safety/security issues on school campuses.
  21. Assist the Director of Facilities as needed with planning, scheduling, district wide signage planning, and operational security needs.
  22. Report to the board of directors in executive session by June 30 each year on the District’s current safety and security practices and strategies to improve safety and security.
  23. Report to the statewide School Safety and Security Committee by June 30 each year on the District’s current safety and security practices and strategies to improve safety and security.
  24. Coordinate a tour of buildings and grounds and discuss/coordinate school safety and security matters every other year with local law enforcement and first responders or upon the opening or reconfiguration of a building.
  25. Act as the district’s Safe 2 Say Something coordinator and database manager.
 
QUALIFICATIONS:
To successfully perform this position, a person must be able to perform each essential duty satisfactorily. The qualification requirements listed below represent minimum levels of educational achievement, training, skill and/or ability necessary.
 
  1. Bachelor’s Degree plus formal documented training in security and police procedures.
  2. Five years’ institutional security managerial experience and/or police supervisory experience.
  3. Previous investigative experience as a detective preferred.
  4. Qualify for certification as an armed School Police Officer under the requirements of Act 67 of 2019, related to the appointment of school police, including prior certification through the Municipal Police Officers’ Educational and Training Commission or training and service as a member of the PA State Police.
  5. Ability to acquire and maintain certification under the Basic NASRO or equivalent training as required by Act 67 of 2019.
  6. Obtain and maintain First Aide/CPR and AED Certifications.
  7. Maintain Firearms Qualification and yearly Legal Update certifications.
  8. Proficiency in current security procedures and security technology systems.
  9. Ability to express self clearly and concisely in oral and written communications.
  10. Ability to maintain cooperative relationships between employees, staff and public.
  11. Submission of PA School Personnel Health form.
  12. Current Act 34, Act 151 and Act 114 clearances.
  13. Valid Pennsylvania Driver’s License and safe driving record.
  14. Organizational skills required to keep current with departmental record needs.
  15. The person, while performing in this position, will be required to; Use hands to finger, handle or feel objects, tools or controls, and to talk and hear; Extended periods of standing, walking, stooping, bending, and occasionally required to kneel, crouch or sit; Have specific vision abilities, to include close vision, color vision, and the ability to adjust focus; Have the ability to lift and/or move up to 50 pounds and to climb ladders; Possess effective judgment; communication, mathematical, planning and human relations skills and will be required to work under periods of stress due to the nature of the position; Ability to operate and perform computerized functions as required for position and be able to learn and use district provided software.

TERMS OF EMPLOYMENT:
  • 12 months
  • Salary and benefits according to the agreement between the Board of School Directors and the Management Team Compensation and Evaluation Plan.
