Assistant Director of Business Services

The Cheltenham School District is seeking a Assistant Director of Business Services to manage fiscal activities and operations and lead a team of administrative support professionals and professional staff in integrating business-related services with all district operations.
 
POSITION GOAL:
The Assistant Director of Business Services assists the Director of Business Services and provides leadership in the functions and operations of the Department of Financial Services.
 
ESSENTIAL DUTIES & RESPONSIBILITIES:
  1. Oversee the internal financial operations of the District. Provide leadership and supervision to the Financial Services staff in the areas of purchasing and receiving, accounts payable, accounts receivable, payroll and employee benefits.
  2. Provide independent decision making, maintain proper internal controls, meet financial reporting timelines, and ensure audit compliance in all activities.
  3. Assist the Director in preparation of the District’s annual budget, as well as, ongoing budget monitoring.
  4. Advise the Director on issues, trends, and changes in the financial operating performance of the District.
  5. Coordinate all District efforts to respond and provide information for local, state, and federal auditors. Perform periodic internal auditing functions and make recommendations for procedural changes to ensure proper controls are in place and followed. Ensure compliance with GASB standards for all District reporting.
  6. Supervise daily cash flow activities. Prepare monthly bank account reconciliations for all District accounts.
  7. Oversees financial services reporting systems. Analyze and assure accuracy of general ledger account activity on a regular basis. Monitor and assure proper accounting and account code reporting for all revenue and expenditure accounts.
  8. Collaborate with the Special Education services department to ensure compliance with the School Based ACCESS program and the IDEA Section 611/619 dollars.
  9. Ensures compliance with School Board policies and PDE mandates as it relates to financial services.
  10. Oversee the professional development and training for the Department of Financial Services.
  11. Ensures compliance with the National School Lunch Program standards.
  12. Represent the District as an alternate on the Montgomery County Tax Collector Committee.
  13. Represent the District at local, regional, and state meetings in accordance with the goals of the District. Attend community and/or board/committee meetings in the absence of the Director.
  14. Serve as the District Board Treasurer.
  15. Perform other duties and responsibilities as assigned by the Director of Business Services, Superintendent or designee.
 
QUALIFICATIONS:
  1. Bachelor’s degree in Business Administration, Accounting or Finance or a related field preferred, or an equivalent combination of training and experience. Knowledge of governmental accounting standards.
  2. A minimum of 3-5 years of experience working in school business or a related field.
  3. Ability to read, analyze and interpret common scientific and technical journals, financial reports and legal documents. Ability to write reports, business correspondence and manuals. Ability to effectively present information. 
  4. Ability to apply advanced mathematical concepts and apply mathematical operations to tasks.
  5. Ability to define problems, collect data, establish facts and draw valid conclusions.
  6. Ability to establish and maintain effective working relationships with all administrators and the management team, the Board of School Directors, professional staff, parents, students and the community. Handle multiple projects simultaneously while being able to prioritize, organize and delegate assignments.
  7. Proficiency in the use of personal computer technology; ability to operate a variety of office equipment including a telephone, copy machine, fax machine and calculator.

  8. Effective organizational and supervisory skills.
  9. Current Act 34, Act151 and FBI clearances. Satisfactory pre-employment physical.
 
TERMS OF EMPLOYMENT:
  1. 12 months, 260 days
  2. Salary and benefits as established in the CASSA – Act 93 agreement.
