Director of Human Resources

The Wissahickon School District employs over 700 people who work collaboratively to ensure that all students achieve their greatest potential. The mission of the Wissahickon School District - a learning community rich in diversity and committed to academic excellence and character development - is to empower each student to excel to their fullest potential and contribute in full measure to the greater community. The Human Resources Department is committed to supporting all employees in this mission. The Director of Human Resources is a cabinet-level position reporting to the Superintendent who works closely and cooperatively with district administrators, supervisors, and other personnel. The duties and responsibilities of the position include the development, recommendation, and implementation of the district’s personnel and benefits program, recruitment, staff development, and educational research in areas related to instructional staffing.  This Director of Human Resources (individual contract) position is available on July 1, 2021.

Qualifications:
  • Minimum of 10 years’ experience in the Human Resources and/or Education Field, preferably in the public sector, or an acceptable equivalent combination of education and experience.
  • Education and/or training in personnel-related functions.
  • Advanced coursework/training in Human Resources or accreditation such as PHR or SPHR desirable.
  • Strong interpersonal and communication skills, knowledge of federal and state academic standards.
  • Alternatives to above qualifications as the Superintendent and Board may find acceptable.
  • Original certificates of clearance from the State Police, Child Abuse Registry, and PDE FBI.

Essential Duties:
  1. Directs and supervises recruiting efforts at all levels, including posting, advertising, and attending career fairs; develops and improves efforts to attract qualified pools of candidates for all District opportunities.
  2. Screens, interviews, completes reference checks, and communicates with all applicants during the hiring process, or supervises the accomplishment of these efforts.
  3. Oversees accurate communications and information-sharing regarding District policy and practice including, for example, leaves of absences, disciplinary policies, performance appraisal, compensation and contractual issues, retirements, etc. with all current employees.
  4. Administers each of the employee group’s wage/salary and benefit policies. Meets with Board’s Negotiations Committee and representatives of each group at the close of each agreement to discuss changes and recommendations to Board for approval. 
  5. Administers the Collective Bargaining Agreement, acting as the primary contact for the Wissahickon Education Association. Leads all grievance processing and resolution efforts.
  6. Follows the mission and vision of the Board adopted goals and administrative policies and procedures when making human resources (HR) decisions.
  7. Acts as primary contact for all employment complaints from outside agencies.
  8. Acts as the District representative for HR leadership group with Montgomery County IU. 
  9. Serves as the District representative for medical benefit consortium membership.
  10. Supervises the onboarding of all new employees. 
  11. Oversees all Worker’s Compensation and unemployment compensation reporting, processing, and resolution efforts for the District at all levels. 
  12. Together with appropriate Building Administrators, plans and acts to ensure compliance with state and federal law. 
  13. Directs and controls the maintenance of District personnel files and assures compliance with applicable laws. 
  14. Recommends appropriate policy drafts and revisions to the Superintendent and Policy Committee, and represents District as member of the Policy Committee.
  15. Publishes consistent personnel practices and procedures that follow other District procedures, manuals, and handbooks. 
  16. Authorizes and manages all supplemental and extracurricular payments to District employees. 
  17. Administers a substitute employee program which includes recruitment, assignments, and evaluation process. 
  18. Responsible for implementing all HR budget expenditures and developing the Personnel budget.
  19. Attends School Board meetings as required; answers Board concerns and questions with regard to HR-related agenda items.

Terms of Employment:
Salary, work schedule and other conditions of employment in accordance with an individual contract with the Wissahickon School District Board of School Directors.
