Description

Job Summary:

The Assistant (to the) Executive Director for Operations provides vision and coordinated oversight for all aspects of the Technology, Facilities, Safety and Security Departments of the Bucks IU.  The Assistant (to the) Executive Director for Operations is an Enterprise Leader who sees the issues, analyzes them, and then acts with the interests and perspectives of the total enterprise in mind.  The Assistant (to the) Executive Director for Operations has the ability to balance the goals of the individual Departments of Technology, Facilities, and Safety and Security, with the broader interests of the Bucks IU organization.  As a Division Leader, the Assistant (to the) Executive Director for Operations avoids silo thinking and instead possesses a comprehensive understanding of the entire organization and considers how all of its components contribute to and operate together to achieve the mission and vision of the Bucks IU.  The Assistant (to the) Executive Director for Operations is expected to:

  •       Collaborate with all division heads and senior leaders of the organization to promote the overall vision and mission of the Bucks IU;
  •       Utilize business planning principles and strategic allocation of resources;
  •       Champion entrepreneurial endeavors and stewardship initiatives to ensure financial stability of the overall organization and the Technology, Facilities, and Safety and Security Departments, in particular;
  •       Model and build a healthy and engaging culture within the Technology, Facilities, Safety and Security Departments, ensuring a kind, understanding, and appreciative climate with a focus on each Department employee, and an overall vision that allows each employee to comprehend their role, purpose, and contribution to the greater good of the organization.  

Level of Authority:

This is Division Head Position Reporting Directly to the Executive Director. 

Essential Functions:

All job functions are to be executed through the lens of high-quality customer service.  Customers are defined as both internal and external clients.  Examples of high-quality service may include, but are not limited to the following:

  • Proactive Problem Solving

1.         Works in collaboration with the Executive Director and the Leadership Team to actively participate in the planning and coordinating of effective and efficient Technology, Facilities, and Safety and Security practices that are responsive to the needs of the Bucks IU’s growth, and to school and program environments.

2.         Establishes a long term vision and plan that ensures adequate delivery of services in the Technology, Facilities, and Safety and Security areas while maintaining short term and long term objectives and goals that align with the strategic plan and annual goals of the organization including but not limited to:

a.    Ensuring effective data management systems are available to departments that provide immediate and accurate access to data, minimizing duplication of effort and entry.

b.   Planning for appropriate facilities and infrastructure to support Bucks IU services, staff, classrooms, and programs, including the development of long-term capital improvement plans for Bucks IU facility and program spaces, and overseeing, managing, and securing building leases and facility acquisitions, including any necessary terminations.

c.   Develop, deliver, and commit to training programs for all employees, including the training necessary to meet local, state, and federal requirements for Safety and Security, Act 55, Technology, and Facilities.

d.   Develop and implement a Network Security Plan and Disaster Recovery and Business Continuity Plan.

e.   Ensures the Bucks IU is fully compliant in all requirements associated with the Departments of Technology, Facilities, and Safety and Security.

f.    Assist School Districts in their development of technology, information, facilities, safety, and security systems as requested.

3.         Provides strategic leadership and direction for the development and continuous improvement of the Bucks IU’s Technology, Facilities, and Safety and Security staff and departments.

4.         Supervises and evaluates the performance of the Program Director of Technology, Supervisor of Facilities, and Supervisor of Safety and Security as well as the Executive Assistant(s) assigned to the Division.

5.         Collaborates with leadership and staff across all Intermediate Unit Divisions in the completion of enterprise-wide initiatives.

6.         Develops, monitors, and assumes overall accountability for budgets, local, state and federal grants, and other resources of the Division working with the Program Director of Technology, Supervisor of Facilities, and Supervisor of Safety and Security.

7.         Provides oversight and support to Program Director of Technology, Supervisor of Facilities, and Supervisor of Safety and Security to ensure the scheduling of engaging and informative job alike groups for Bucks County school  Technology Directors, Facilities Directors, and Safety and Security Council (S3) members from the thirteen Bucks County school districts, and three Career and Technical Centers.

8.         Adheres to all federal, state, and local laws/requirements, including but not limited to Family Educational Rights and Privacy Act (FERPA) and Health Insurance Portability and Accountability Act (HIPPA), and also knows, understands, observes and follows all Bucks IU policies and procedures.

9.         Participates in seminars, workshops, conferences, and maintain memberships in appropriate technology, facilities, and safety and security organizations to keep abreast of the latest advances for each area.  Keeps all stakeholders and internal and external clients well informed and advised on such matters.

10.      Adheres to the established work schedule through regular and consistent attendance.

11.      Proactively works as a team member across all divisions of the Bucks IU to solve/assist with problems, issues, and opportunities.

Supervisory Responsibility:

Supervises the Program Director of Technology, Supervisor of Facilities, Supervisor of Safety and Security and the Executive Assistant(s) to the Division. Supervisory responsibilities are expected to be executed in accordance with the organization's policies, procedures, and applicable Federal and State statutes and regulations. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Physical Demands:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

While performing the duties of this position, the employee is regularly required to sit and use hands. The employee is frequently required to walk; reach with hands and arms and talk or hear. The employee may be required to stand for long periods, and to climb or balance and stoop, kneel, crouch, or crawl. The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move up to 50 pounds.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Position Type/Expected Hours of Work:

This is a full-time, 260-day calendar position. Days and hours of work are Monday through Friday. Hours of work are from 8:30 a.m. to 4:30 p.m.  This position is an Exempt Position under the Fair Labor Standards Act (FLSA). Hours are dependent on the needs of the Bucks IU internal and external customers, and occasional evening and/or weekend work may be required as job duties demand. 

Qualifications

Education and Experience:

Education Required:

  • Master's degree in Business, Technology, Education, or a related field.

Experience Required:

  • Previous administrative experience of at least five years or more in overseeing and/or directing technology, facilities, safety/security and/or education programs.
  • Demonstrated comprehensive knowledge of all areas of technology services, facilities, safety/security, and education environments.
